The year 2016 found the civil division focused on the task of changing the private operation of the facility into a governmental one. This required significant cooperation between Washington and Ramsey Counties to determine best practices for the operation of the facility through it Joint Powers Board. The next step for 2017 is the joint development of day to day procedures for directing the flow of materials to the newly designed facility. Finally, as all Minnesotan’s know, spring in Minnesota gives birth to the construction season which, in turn, brings on a cascade of construction, cooperative, cost sharing and various other a sundry contracts. The good weather in 2016 resulted in a year of road construction and with that came the torrent of contracts. The most difficult part is the description of the services to be performed and the expected outcomes. Because it is public works and even more specifically the project team that is privy to this most critical part of the contract, it is the part where we must communicate effectively in order to provide the proper amount of guidance for a quality agreement on services.
