WashingtonCountyAttorneysOffice2014AnnualReport3MessagefromtheCountyAttorneyWelcometotheWashingtonCountyAttorneysoffice2014annualreport.IthankyouforyourinterestinmyofficesworkandIamconfidentthattheachievementsofmyofficesattorneysandstaffwillimpressyouasmuchastheyhaveme.ThisreportmarksthecompletionofmyfourthyearservingasCountyAttorney.AlongwithourpartnersinlawsenforcementandcommunitiesthroughoutWashingtonCountytheCountyAttorneysofficehasaccomplishedagreatdealin2014toenhancepublicsafety.Asyouwillseeinourofficeshighlightswehavecontinuedtodevelopproactivecrimepreventioninitiativesandcitizeneducationprogramstoaddressfactorsthatdrivecrimeinourcommunities.Acrosstheorganizationtherearestoriesofsuccessandstandoutemployeeswhohelpmakeusoneofthepremiercountyattorneyofficesinthestate.Ourrecordofeffectivelyholdingoffenderstoaccountincourthasresultedinanumberofhighprofilejurytrialsincludingseveralsuccessfulprosecutionsofmurdercasessuchasdistributingnarcoticsresultingindeathtotheuser.Wealsohaveemployedawidevarietyoftoolstofightcrimeandenhancesafetyusingdiversionaryandtreatmentprogramssuchasourveteransprogramoffenderrecoveryprogramfordrugaddictedrecidiviststruancyandsafeschoolsinitiativesandrestorativejusticeprogramsforcrimevictims.Thesestrategiesalongwithaggressiveprosecutionshavebeenshowntobeeffectiveinshortcircuitingthecriminalcareersofoffendersmuchearlierandgettingoffendersoutofthesystempermanently.Whileoverallcrimerateshaveagaingonedownin2014wedonotgetanopportunitytorestasourprosecutorshavebecomemoreactivelyinvolvedintheearlyinvestigationsofhomicidesdrugdealinggangcasesandotherseriousandcomplexcrimeinvestigations.Anothereffortmadebyourofficetoreducecrimehascomefromoureffortstoeducatethepublicsothatpeoplewontbecomevictimsinthefirstplace.Oureffortstoreachouttocommunitygroupstopresentcrimepreventionclassesresultedin87presentationstoover4654people.TheinfluenceoftheWashingtonCountyAttorneysofficedoesnotstopatourcountybordershowever.WeareproudthatmembersofourofficehavebeenaskedtoserveonvariouscommitteesandboardsfromtheMinnesotaCountyAttorneysAssociationtotheMinnesotaStateBarAssociationMinnesotaSheriffsAssociationMinnesotaPoliceChiefsAssociationandseveralotherorganizations.Iammostproudperhapsofmyofficesdeliveringthehighestqualitylegalservicesforourcitizensusingsoundfiscalmanagementwhichhasallowedustoprovidepublicsafetyandcivillegalservicesunderbudgeteachyearsincetakingofficein2011.PeteOrput WashingtonCountyAorneysOfce2014AnnualReport4AdministrativeDivisionOverviewAdministrativeDivisionTheadministrativedivisionisresponsibleforplanningandexecutingacomprehensiverangeofadministrativeservicesthatsupportthemissionoftheWashingtonCountyAttorney.ThedivisionisoverseenbytheFirstAssistantBrentWartnerwhoistheprincipaladvisortotheCountyAttorneyonadministrativematters.Theadministrativedivisionprovidesguidanceonthemanagementanduseoftheofficesfinancialhumanandphysicalresourcesandonadministrativepoliciesproceduresinformationandpractices.Administrativeprogramsincludephysicalandpersonnelsecurityhumanresourcemanagementfinancialmanagementsystemsandinformationmanagementautomatedlitigationsupportcasemanagementrecordsmanagementandmediarelations.Theadministrativestaffmustworkcloselywithalldivisionstoensurecompliancewithandimplementationofallpoliciesstandardsandmandatesoftheoffice.SystemsandInformationManagementAdministrativeServicesManagerJenniferBaltaianisresponsiblefortheeffectivemanagementofour4.9millionannualbudgetsupportservicesmattersandtechnologicalresourcesandinitiatives.Sheisalsoresponsibleformaintainingourelectroniccasemanagementsystemusedtofacilitatetheworkflowandworkproductsmaintainedineachfunctionaldivisionandwiththeassistanceofasupervisorsheisresponsibleformanagementofdivisionlegalsupportservicesstaffconsistingof11legalassistants3paralegalsandanofficesupportposition.PublicRelationsandMediaAprimaryfocusoftheadministrativedivisionisservingtheinformationneedsofthepublic.CathyRochelservesasthecoordinatorbetweentheCountyAttorneyandthemediaothergovernmentalagenciesandthepublic.Shecoordinatestheofficeresponsestoamultitudeofvariousrequests.TheadministrativedivisionisalsoresponsibleforallmediarelationsandfacilitatespressconferencesstatementsandinterviewswiththeCountyAttorneyordesigneewhenappropriate.Whileinformationregardingpendingcasesmustbesafeguardedinordertoensureeffectiveprosecutionthisneedmustbebalancedwiththepublicsrighttoknow.Inadditiontomediarelationsthedivisionisresponsiblefortheproductionofavarietyofpublishedmaterialssuchasbrochuresnewslettersinformationalpamphletsandspecialreports.Cathyisresponsibleforcoordinatingeventsintheofficeandinthecommunity.BrentWartnerFirstAssistantCountyAttorneyJennBaltaianAdministrativeServicesManagerCathyRochelExecutiveAssistant WashingtonCountyAorneysOfce2014AnnualReport6CivilDivisionServiceisourcommontender.Thecivildivisions2014chronicleofeventsisalittleblendoftheoldandthenewaretrospectivelookatthematurationofour2012initiativesofwhichwesopromisinglyspokeinourveryfirstrenditionofourannualreport.Historyhasrevealedthemtobeimpactfulandwelcomedbytheaffecteddepartments.Oneofthe2012alliancesresonatingparticularlywellwasforgedwiththecountysCommunityServicesDepartmentandwasdesignedspecificallytoabetinthecollectionofmedicalassistancereimbursementsbycommissioningaspecificattorneytothetask.Theideawasbornoftherealizationthatthecourthousedoorwasessentiallyclosedtodirectactionsofthedepartmentminimizingitsabilitytomakemeaningfulcollections.Theassignedattorneywasabletoopenthatdoorandcollectionsrosefromamodestcipherin2012toaweighty500000in2014.The2012creationoftheEnvironmentalEnforcementUnitwhicharosefromanententebetweenourofficeandthecountysDepartmentofPublicHealthandEnvironmentPHEhasmaturedintoastrongandeffectiveenforcementtool.TheavailabilitytothePHEenforcementofficersofreadylegalaccessaccordsthemtheabilitytoactquicklyanddecisivelyincombatingpossibleviolationsoftheenvironmentallawswhichisnosmallmatterwheretimeisusuallyoftheessence.TheEnforcementUnithadanactive2014withtheclosureandclean-upof2illegaldumpsitesbeingofparticularsignificance.Interestinglyoneofthesitesclosedbelongtooneofourcitiesandwastobepermittedasacompostfacility.Howeverinvestigationrevealedthatunbeknownsttothecitythesitewasbeingoperatedbythecityscontractorasageneralillegaldumpingground.Thesitewasclosedandthecitymustremediatethearea.OurofficealsoworkedinclosecollaborationwithPHEandtheStatesDepartmentofAgriculturetodeviseandinstitutecountySubsurfaceSewageTreatmentSystemSSTSloanprogramwhichprovidesresidentslowinterestloanstorepairoldorbuildnewsepticsystems.Becauseofthecountystopographypropersubsurfacesewagetreatmentsystemsarecriticalcomponentsforoverallgoodwaterqualityandthisprogramdoesmuchtofurtherthevisionofcleanwater.GeorgeKuprianCivilDivisionChief WashingtonCountyAorneysOfce2014AnnualReport10CriminalDivisionWehavequadrupledourtrialsoverthepastseveralyearsinoureortstobringahigherqualityofjuscetoWashingtonCountyresidents.TheCriminalDivisionoftheWashingtonCountyAttorneysOfficeconsistsoftheDivisionChiefandeight8assistantcountyattorneysresponsiblefortheprosecutionofallfeloniescommittedinthecountyaswellasmisdemeanorscommittedinthosemunicipalitieswithoutmunicipalattorneys.Thedivisioncommitsanattorneytohandleallappealsinwhichtheofficeisinvolvedwhethercivilorcriminal.Thedivisionalsoconsistsoffour4VictimWitnessAdvocateswhosedutiesincludeactingasvictimliaisonsthroughoutcriminalcases.Theyalsomarshalwitnessesfortrialfortheprosecutingattorneyshandlingthecases.TheyplayaninvaluableroleintheefficientfunctioningofthecriminaljusticesysteminWashingtonCounty.Themethodologywehaveimplementedtoinsureatimelydecision-makingprocessonrequestsforchargessuchthatadecisiontochargetodeclineacaseortoreferacaseforfurtherinvestigationresultinthesedecisionsbeinghandledinanexpeditedmanner.Tothatendbytheendof2014asitwasin2013theaveragetimebetweenacasefileenteringtheofficesystemandachargingdecliningreferringdecisionbeingmadewasseven7days.Ourconstituenciesarebeingveryefficientlyservedwithsuchtimelychargingdecisions.Inturntimelychargingdecisionsbetterinsureviablelong-termcriminalprosecutions.Inallthepublicandparticularlyvictimsofcrimearemuchbetterservedasaresultofthisexpeditiousturnaroundofcases.Weoperateunderaverticalsystemofprosecution.Thismeansthattheprosecutorthatchargesthecasewillhandlethecaseallthewaythroughtrial.Thisinsuresaconsistencyofhandlingthatcasethroughout.Coupledwiththatisamethodologywherewehaveemphasizednegotiatingwiththedefenseoncasesotherthanthecomplexcareerandviolentoffenseswellinadvanceoftrialsoourprosecutorscouldfocustheirpreparationsoncasesthataregoingtobepresentedtoajury.Thoseeffortsentailpreparingcivilianwitnessesvictimsandpoliceofficersfortheirtestimonygoingthroughthephysicalevidencecreatingexhibitsandfashioningopeningandclosingarguments.Asaresultoftheseeffortsfarfewercasesreachthejurycalendar.Fewercasescalendaredforjurytrialhaveallowedourprosecutorstobetterpreparefortrialallowedforbetteruseofcourtresourcesbetterservedourvictimsinearlycaseresolutionandbetterservedourlawenforcementconstituency.FredFinkCriminalDivisionChief WashingtonCountyAttorneysOffice2014AnnualReport11CriminalDivisionThedivisionhasalsobecomeheavilyinvolvedinwhatiscalledtheinvestigativephaseofprosecution.Putanotherwayourprosecutorsoncertaintypesofcasesdonotwaitforthefinishedinvestigativeproducttoarriveintheoffice.Rathertheyareinvolvedinassistinginvestigatorsintheinvestigativephaseinputtingasolidcasetogetherforprosecution.Typicalexamplesofthisarewhenaprosecutorgetscalledtothesceneofahomicidearsonorahostagestandoffsituation.Anexampleofthiswasanoverdosedeathinoneofourmunicipalities.OneofourprosecutorswasimmediatelyassignedandthroughthehardworkofthelocalpolicedepartmenttheEastMetroNarcoticsUnitandourofficesprosecutortheinvestigationculminatedinfive5peoplebeingchargedwithMurderinthe3rdDegreeinthisoverdosedeathforprovidingthedrugtothevictim.Atthetimeofpresstwo2hadpleadguiltyandone1hadbeensenttoprison.Thecriminaldivisionhasalsocontinuedtoprovideextensivetrainingtolocalpoliceagenciesandoursheriffsoffice.Aftersurveyinglawenforcementfortheirneedsweinstitutedquarterlypolicetraining.Thistypicallyinvolvedathreehourdayclassandthreehoureveningclassinordertomakethetrainingavailabletoallshiftsofpolice.Thetraininghasbecomeverypopularwithlawenforcement.Thevalueofprovidingpolicetrainingtolawenforcementagenciescanbemeasuredinthequalityofthecasespresentedtoourofficeforprosecution.Additionallyitservestostrengthenourrelationshipswithallofthelawenforcementdepartmentsandtheirindividualofficers.Wehaveprovidedsixty-two62hoursofpolicetrainingin2014toatotalofover1400policeofficerattendees.Theseclasseshaveresultedinfewercasesbeingdeclinedforprosecutionduetoelementsofthecrimenotbeingabletobeproventostrongerandmoretargetedeffortsinprosecutionofviolentcrimesandtargetedcriminalprosecution.CriminalDivisionChiefFredFinkAttorneysImranAliLaurieAndersonPeteJohnsonKarinMcCarthyJessicaStottTomWedesRobinWolpertSivYurichukSupervisorTeriKellyLegalAssistantsPamHughesAlissaLeibfriedTheresaLevertyJeanMerschBrookeOlsonAimeeSchroederVictimWitnessCoordinatorsSteveDespiegelaereDebSmithChristineVonDeLindeMaryWaldkirch WashingtonCountyAttorneysOffice2014AnnualReport13ServingVictimsofCrimeBeingavictimofacrimecanbeaverydifficultexperience.Whetheryouorafamilymemberhasbeenvictimizedyoumayfeelangerguiltshameinsecurityfearpowerlessnessanddepression.Victimsofcrimeneedanaggressivechampionontheirsidetoensuretheyreceivethesupporttheydeserveandthatisastrongfocusofouroffice.Itsnotjustcriminalswhoenjoyrights-victimsdotooVictimshavetherighttorestitutiontherightnottobeexcludedfromcriminaljusticeproceedingsandtherighttospeakatcriminaljusticeproceedings.Weprovideresourcesandreferralstovictimsfortherapyhealingandcostsassociatedwithvictimization.Ourstaffoffourvictimadvocates-twoofwhomareformerlawenforcementofficers-workcloselywithouradultandjuvenileprosecutionteamstoensurethatvictimsvoicesgetheardincourt.WashingtonCountyAttorneysOfficeVictimWitnessCoordinatorsSteveDespiegelaereChristineVonDeLindeMaryWaldkirchDebSmithAsCountyAttorneymyofficestrivestoholdoffendersaccountableforthedamagetheyhavecausedinnocentvictims.Preventionandearlyreportingarekeyfactorsinstoppingthevictimizationthattoomanycitizensexperience.CrimeVictmsin2014 WashingtonCountyAorneysOfce2014AnnualReport14JuvenileDivisionTheCountyAorneysOceincreasedcommunicaonteamworkandtrainingwithlawenforcementisproducingbeercases.TheJuvenileDivisionledbyDivisionChiefTonyZdroikprosecutesalljuveniledelinquencycasesfiledinWashingtonCountyCourt.Thedivisionseekstopromotepublicsafetythroughtheprosecutionofjuvenilecrimeswhiletakingintoconsiderationthespecialcircumstancesofjuvenileoffenders.ThedivisionalsoprovideslegalrepresentationtoWashingtonCountyCommunityServicesonchildprotectionmattersthatinvolvechildrenwhohavebeenabusedorneglectedbyaparentorlegalcustodian.Thechildprotectioncaseloadcontinuedtobesignificantin2014asthedivisionreceivedthesecondhighesttotalnumberofreferralsinthelast10yearssecondonlyto2013.Amongthosereferralswere34forChildinNeedofProtectionorServicespetitions15forTerminationofParentalRightsorotherpermanencypetitionsand8forAdoptionpetitions.DuetoarecentchangeinthelawtheCountyAttorneysofficeandWashingtonCountyCommunityServicesarenowresponsibleforpreparingthepetitionandotherdocumentstofinalizeanadoptionforchildrenwhoareundertheguardianshipandlegalcustodyoftheCommissionerofHumanServices.ThedivisionreceivedthemostreferralsforCriminalSexualConductcasessince2008.Those18casesincludedthreewherethejuvenilewasdesignatedasExtendedJurisdictionJuvenileEJJ.EJJisahybridsentencingprocesswherejuvenileswhoarechargedwithseriousoffenseswhomaynotbeappropriateforadultcertificationaregivenbothajuveniledispositionandanadultprisonsentence.Ifthejuvenilefailstocomplywiththeconditionsofjuvenileprobationhemaybesentencedasadultoffender.Thestatisticsforchargingturnaroundtimeanddeclinationletterswerealsosolidin2014.Thedivisionachievedanoverallturnaroundtimeof7daysforalloutofcustodychargingreferrals.Thatturnaroundtimewasthelowesteverinthedivisionandistheproductofthehardworkofattorneysandsupportstaffinthedivision.Thedeclinationletterscaseswheretheprosecutordeclinestoissuechargesalsohitanall-timelowinthedivision.Thedivisiontookactionon1591referralsin2014withonly67declinationletters.Thiswasthesixthconsecutiveyearwherethenumberofdeclinationlettershasdecreased.ThiscontinuestoshowthattheCountyAttorneysofficeincreasedcommunicationteamworkandtrainingwithlawenforcementisproducingbettercases.In2014theCountyAttorneysofficedivertedfromJuvenileCourt40ofalljuvenilecaseswheretherewasprobablecausethejuvenilecommittedanoffense.Thisisthehighestpercentageinthelast10years.ThissupportstheCountyAttorneysofficecontinuedbeliefthatearlyinterventionforjuvenilesthroughajuvenilediversionprogramisaneffectiveinterventionformanyjuvenilesTonyZdroikJuvenileDivisionChief WashingtonCountyAorneysOfce2014AnnualReport16TruancyTheTruancyInitiativestartedbytheCountyAttorneysofficein2012continuestointerveneinthelivesofstudentsandfamilieswhoarestrugglingwithschoolattendance.Duringthe2013-2014schoolyearwereachedmorestudentsandfamiliesthenthepreviousschoolyearbyspeakingwiththemattheAttendanceInterventionMeetingsAIMandDiversionContractmeetings.TheAIMmeetingisagroupmeetingwhereSusanHarrisanassistantcountyattorneyandPeteOrputspeaktostudentsandparentsabouttheconcernsandrealitiesofpoorschoolattendance.StudentsandfamiliesreceivealetterfromourofficetoattendtheAIMmeetings.IfthestudentcontinuestotruantafteraninvitationtotheAIMmeetingaDiversionContractMeetingisscheduled.AtthatmeetingthestudentmeetswithasocialworkerschoolofficialsandSusanHarriswhenthestudentis16or17.DuringthatmeetingthepartiesenterintoacontracttoimproveschoolattendanceasanalternativetogoingtoJuvenileCourtonaTruancypetition.Inthe2012-2013schoolyear559studentsandtheirfamilieswereaskedtoattendtheAIMmeeting256attendedwhichis45.Inthe2013-2014schoolyear510studentsandtheirfamilieswereaskedtoattendtheAIMMeeting272attendedwhichis52.ThenumberofDiversionContractmeetingsconductedbyMs.Harrisincreasedsignificantlylastschoolyearfrom94meetingsduringthe2012-2013schoolyearto120meetingsduringthe2013-2014schoolyear.TherewasalsoanincreaseinthenumberofTruancypetitionsfiledinJuvenileCourtduringthe20132014schoolyear.Thepreviousschoolyearwefiled32petitions.Thenumberofpetitionsincreasedto39duringthe2013-2014schoolyear.ThisincreaseisdueinlargeparttotheincreasedawarenessbytheschoolsoftheCountyAttorneysOfficediversionworkwith16-17yearoldstudents.Priortothe20122013schoolyearthosestudentsweretakendirectlytocourtratherthandivertedbythisoffice.PledgetoGraduateDrawingsTheWashingtonCountyAttorneysOfficehasplacedahighpriorityonschoolattendanceeducationandgraduationforallstudentslivingintheCounty.WashingtonCountyhasathreelevelTruancyProgramthatinvolvesaddressingpoorschoolattendance.Emphasisisalsoplacedonrewardingthosestudentswhomakeacommitmenttograduatewiththeirclassandreceiveahighschooldiploma.ForthethirdyearinarowtheWashingtonCountyAttorneysOfficehasheldadrawingattheCountyFairforstudentsK-12whomakethispledge.TwoluckystudentseitherwinaclassringdonatedbyJostensoraniPaddonatedbySamsClub.2014PledgetoGraduateWinnersStudentatWoodburyMiddleSchoolawardediPaddonatedbySamsClubStudentatStillwaterAreaHighSchoolawardedclassringdonatedbyJostens WashingtonCountyAttorneysOffice2014AnnualReport19HighProfileCasesCriminalcasesthatdoreachthejurycalendarareeithertriedtoajuryorthedefendantmustenterastraightguiltypleawithnoagreementastosentencing.In2014thecriminaldivisiontriedseventeen17casesandwereintrialsixty-one61days.Lastyearthecriminaldivisionwasinvolvedwithten10homicidecases.MurderCasesBenjaminBeck-pleadedguiltyto2ndDegreeIntentionalMurderinthestranglingdeathofanMCF-OakParkHeightsinmate.Sentencedto40yearsinprisonconsecutivetohispresentterm.TonyRomanNose-TheStateSupremeCourtruledthattheU.S.SupremeCourtcaseofMillerv.Alabamawhichheldthatmandatorylifesentenceswithoutparoleforjuvenilesconvictedof1stDegreeMurderwereunconstitutionalwithoutasentencinghearingwasnotretroactive.EmilyFrye-Pleadedguiltyto3rdDegreeMurderforthesaleofdrugsresultinginadrugoverdosedeath.Sentencedto84monthsinprison.AdamWickard-pleadedguiltyto2ndDegreeManslaughterinprovidingmethadonetoanotherandfailingtorenderaidwhichresultedinadrugoverdosedeath.Sentencedto57monthsinprison.BrianPhillipNorlanderSydneyClaireJohnsonAlistairCurtisBergthreeteenagerschargedwithMurderintheThirdDegreeandControlledSubstanceCrimeintheSecondDegreeduetotheoverdosedeathofaWoodburyteenager.AspartofthechargingprocesstheCountyAttorneysofficefiledamotiontocertifytheteenagerstoadultcourt.Allofthemattersarestillpending.TheftCaseElainaCosello-convictedbyajuryofmultiplecountsofIdentityTheftandFelonyTheftof150000inthefinancialexploitationofavulnerableadult.Sentencedto68monthsinprison.AssaultCaseDerrickBrocks-pleadedguiltyto1stDegreeAssault2ndDegreeAssaultand4thDegreeAssaultforassaultingmultiplecorrectionalofficersatMCF-Stillwater.Sentencedto98monthsinprisonconsecutivetohispresentterm.DrugCaseDanielleBrand-pleadedguiltyto1stDegreePossessionof1lb.Methamphetamine.Thismajordrugdealerwassentencedto84monthsinprison.PossessionofChildPornographyPeterHalter-pleadedguiltyto10countsofPossessionofChildPornography.TheStatearguedforaguidelinesprisonsentencebutthejudgegaveadispositionaldepartureof60monthsstayedand20yearsprobation. WashingtonCountyAorneysOfce2014AnnualReport20TrainingPoliceTrainingTopicshaveincludedIdentifyingSuspectsandSeizingEvidenceCriminalJusticeTrainingLegalStrategiesforPatrolOfficersJuvenileLawChargingDecisionsInterviewingJuvenileDefendantsVehicleSearchesandOccupantDetentionsCriticalIncidentResponsesGrandJuryPresentationsonPoliceUseofForceGunLawUpdatesSearchandSeizureDetentionsandContacts.CriminalJusticeTrainingTheWashingtonCountyAttorneysOfficesponsoredatwo-dayclassinallthingsrelatedtocriminalprosecutionfunctionsforourlawclerksaswellasothercountyattorneysofficeslawclerksfromthroughoutthemetroarea.Weheardfromseveralseasonedprosecutorsjudgeslawenforcementofficialsthemedicalexaminerandothersinofferingacomprehensiveimmersionintotheworkingsofcriminalcourtscasechargingevidencehandlingcourtroomargumentsandbriefwriting.ThetrainingwascoordinatedbyAssistantWashingtonCountyAttorneyImranAli.TheCountyAttorneysofficeoffersprosecutortrainingbothin-officeandstatewide.Prosecutorsfromourofficehaveprovidedonehundredtwenty120hoursofprosecutortrainingin2014to1326prosecutors.Thiscommitmenttomakingtheprosecutionfunctionthebestitcanbeisreflectedinthefactthatthetrainingprovidedbyourofficewasallvolunteer.Theseeffortsintrainingwithlawenforcementprosecutorsothercountydepartmentsandthepublicwillcontinueastheycanonlybenefitthecriminaljusticesysteminthelongrun. WashingtonCountyAttorneysOffice2014AnnualReport21TrainingStalkingTrainingforProsecutorsandLawEnforcementTrainingwasheldatTubmaninMaplewoodonFebruary142014.Approximately100attendeesincludedassistantWashingtonCountyattorneyscityprosecutorslawenforcementandothercourtpersonnelfromthroughoutthemetroarea.TheguestpresenterwasRhondaMartinsonfromAEquitasanonprofitorganizationwithheadquarterslocatedinWashingtonDC.AEquitasstaffiscomprisedofformerprosecutorsandalliedprofessionalswhohaveahistoryofcollaboratingwithstateandfederalcriminaljusticeagenciestoimprovethecriminaljusticeresponsetoviolenceagainstwomen.ThetrainingwasorganizedbytheWashingtonCountyAttorneysOfficeTubmanMinnesotaWomenLawyersandtheCottageGrovePoliceDepartment.CongressionalMedalofHonorTrainingOnApril302014theCountyAttorneysOfficeteamedupwithJostensandtheCongressionalMedalofHonorFoundationforatrainingaboutacharacterdevelopmentcurriculumforschoolteachersandadministrators.ThistraininghasoccurredatmanysitesallovertheUnitedStatesbutthiswasthefirstthatoccurredinMinnesota.ThecurriculumusestheexamplesofseveralrecipientsoftheCongressionalMedalofHonortoteachstudentsaboutthevaluesofcouragesacrificecitizenshippatriotismcommitmentandintegrity.StudentsareshownavideovignettewhichdescribestheeventorseriesofeventthatleadtotheawardingoftheCongressionalMedalofHonor.AspartofthevideotheCongressionalMedalofHonorrecipientdescribestheeventandthelessonslearnedfromtheevent.ThetrainingtookplaceattheHistoricCourthouseinStillwaterandwasattendedbyapproximately60teacherscoachesandschooladministrators.AspartofthetrainingColonelRogerH.C.Donlonspoketothoseinattendanceonthevalueofthelessonslearnedinthecharacterdevelopmentprogram.ColonelDonlonwasawardedtheCongressionalMedalofHonorforhisserviceinVietnamin1964.Heisoneofonly77livingrecipientsoftheCongressionalMedalofHonor.
